Banking System in Ukraine in 2026

Ukraine’s banking system remains one of the key pillars of the national economy and financial infrastructure. In 2026, Ukrainian banks continue to provide corporate and retail banking, lending, payment services, foreign exchange operations, investment and trade finance despite the ongoing challenges caused by the war.

The National Bank of Ukraine (NBU) is the country’s central bank and the main regulator of the banking sector. The NBU supervises banks, regulates licensing and capital requirements, monitors financial stability and implements monetary and foreign-exchange policy. In 2026, the regulator continues to strengthen the resilience of the banking sector and gradually liberalize certain foreign-exchange restrictions. (Національний банк України)

The Ukrainian banking market includes state-owned, privately owned and foreign-owned banks. A significant number of major international banking groups continue to operate in Ukraine, including Raiffeisen, OTP, Credit Agricole, ProCredit and UKRSIBBANK.

Systemically Important Banks

In June 2025, the NBU identified 16 systemically important banks, a classification that remains particularly relevant for the Ukrainian banking market in 2026. These institutions include PrivatBank, Oschadbank, Ukreximbank, Ukrgasbank, Raiffeisen Bank, UKRSIBBANK, OTP Bank, Credit Agricole Bank, Kredobank, Pivdennyi, FUIB, Sense Bank, Universal Bank, A-BANK, Tascombank and Idea Bank. Systemically important banks are subject to enhanced regulatory requirements because difficulties at such institutions could have a significant impact on the financial system.

Outlook for Investors

Ukraine’s banking sector offers opportunities for international investors interested in banking acquisitions, financial-sector investments, corporate lending, fintech, payment services and post-war economic reconstruction.

The NBU continues to focus on strengthening bank capitalization, risk management and financial stability. The 2025 resilience assessment showed that major Ukrainian banks generally maintained strong capital positions, while several institutions were required to strengthen capital under stress scenarios. For foreign investors considering the acquisition of a Ukrainian bank, a detailed review of the bank’s ownership structure, NBU licensing status, capital adequacy, loan portfolio, non-performing loans, regulatory compliance and shareholder approval requirements is essential.

Important: the list of operating banks can change because of mergers, acquisitions, licensing decisions or market exits. Investors should therefore verify the current status of any bank directly through the National Bank of Ukraine before entering into a transaction. (Національний банк України)
