Foreign Entrepreneurs Continue Choosing Ukraine as a Business Destination in 2026
Ukraine remains open to foreign entrepreneurs who wish to establish and operate businesses legally. Under Ukrainian legislation, foreign individuals and foreign companies may own up to 100% of the shares in a Ukrainian limited liability company (LLC). There are no nationality-based restrictions on company ownership in most sectors of the economy. The LLC continues to be the most popular legal form due to its flexibility, simple corporate structure, and limited liability for shareholders. Company registration is performed through the Unified State Register, after which the business receives official legal status. Foreign founders must prepare notarized and translated corporate documents and obtain a Ukrainian Tax Identification Number (TIN). Once the company is registered, entrepreneurs may open corporate bank accounts, register for taxes, and begin commercial activities. UkraineInvest and the Ministry of Economy continue to assist foreign investors through official information and advisory services. These reforms are part of Ukraine’s broader strategy to attract international investment and accelerate economic recovery. Foreign investors are encouraged to seek professional legal and accounting support to ensure full compliance with Ukrainian legislation.
