New Ukrainian Rules Could Unlock More Public-Private Investment
Ukraine is creating new opportunities for private capital to participate in infrastructure and public-sector projects. The Cabinet of Ministers has approved updated rules for preparing public-private partnership (PPP) projects, including a simplified preparation approach for projects with a value of up to EUR 5.5 million.
The reform is important for investors looking at Ukraine’s reconstruction market. PPP structures can allow private companies to participate in infrastructure, municipal services, transport, energy and other strategically important projects while working with public authorities.
For international investors, simplified project preparation could reduce administrative barriers and make smaller infrastructure opportunities more accessible.
Ukraine’s reconstruction is expected to require substantial private investment, making PPP mechanisms an increasingly important tool for combining government resources with international and domestic capital.
Investment Perspective: Foreign investors should monitor upcoming Ukrainian PPP projects, particularly in infrastructure, energy, logistics, healthcare and municipal development.
