The Verkhovna Rada supported the increase in the volume of subventions to local budgets in 2016
The Verkhovna Rada adopted Law No. 5502 “On Amendments to the Law of Ukraine” On the State Budget of Ukraine for 2016 “(concerning the increase in the volume of subventions to local budgets).” For the corresponding bill voted 227 people’s deputies.
The bill proposes to increase the revenue part of the general fund of the state budget by 4.36 billion UAH due to the expected overfulfillment of the net profit (income) of economic organizations (state unitary enterprises and their associations) by 2.05 billion UAH and for mandatory state pension insurance Certain types of economic transactions at 2.31 billion UAH.
“Analysis of the state of actual consumption of housing and communal services shows a significant increase in the volume of expenditures for the provision of benefits and housing subsidies to the population for housing and communal services.As a result, the amount of the subvention envisaged in the state budget is insufficient to recover costs,” the explanatory note says. According to the document, the purpose of the bill is to provide financial resources for the provision of benefits and housing subsidies to the population for the payment of electricity, natural gas, services, heat, water and drainage, apartment rent (maintenance of houses and structures and adjacent territories), removal of domestic garbage and liquid sewage.
