The Verkhovna Rada adopted the Law “On Ratification of the Memorandum of Understanding between Ukraine as a borrower and the European Union as a lender and the Loan Agreement between Ukraine as a borrower, the National Bank of Ukraine as a financial agent of the borrower and the European Union as a creditor (on getting Ukraine macro-financial assistance from the European Union amounting to 1 billion 800 million euros).”
For the corresponding bill (№0031) voted 310 of 376 deputies registered in the session hall.
The explanatory memorandum states that the conclusion of the Memorandum and the Loan Agreement will allow Ukraine to attract additional financial resources of the European Union.
“The interest rate loans for a period of 10-15 years is projected at 2% per annum, but will be adjusted according to the results release of the European Commission, which has the highest credit rating (AAA), the external debt market to raise funds for the loan which will be transferred to Ukraine by the corresponding interest rate “- the document says.
Deputy Finance Minister of Ukraine Arseniy Shevelev noted that receipt of money are assumed three tranches of 600 million euros.
According to him, the first tranche will be received immediately after the internal procedures in relation to this memorandum.
As reported, the European Commission and the Government of Ukraine on May 22 in the framework of Eastern Partnership summit in Riga, signed a memorandum of understanding on the provision of macro-financial assistance to Kiev in the amount of 1.8 billion euros.
A new macro-financial assistance to Ukraine will be the third such program for Kyiv in 2010. In 2014 and 2015 the European Commission has allocated 3.41 billion euros in two similar programs.
