The bill which would establish rules for simplified import will be presented in February.
The Ministry of Finance plans to a couple of weeks to make public the draft law on the authorized economic operator.
In February, the Ministry of Finance plans to submit for consideration to the Cabinet a draft law on authorized economic operators. This is related by the Minister of Finance Natalia Yaresko.
The bill is based on the commitments of Ukraine within the framework of the Association Agreement with the European Union, in particular with regard to customs cooperation and harmonization of Ukrainian legislation with the European one.
“It will implement one of the key reforms, which will go to the European standards in the customs clearance of goods. In particular, this law will establish the enterprise procedure of recognition of authorized economic operators, that is, will determine an exhaustive list of criteria, the implementation of which will give the company the right to import goods under the simplified system customs clearance “, – said Yaresko.
Accordingly, businesses that do not meet the criteria in full, will not be able to register products under the simplified system. “So it would deprive the defaulting business opportunities to minimize tax liabilities and smuggled”, – assured Minister.
Yaresko called for a “constructive discussion of the draft law,” members of the public and businesses.
To obtain the status of authorized economic operator, the company should not be less than one year to carry out foreign trade activities, meet certain requirements, such as reporting, solvency and safety standards.
